KIUKIANG boycott.

Peking, October 11, 1909.

I have instructed His Majesty's Consul at Kiukiang that he must be guided by your suggestions relative to the transfer of Mears, as laid down in your telegram No. 167 of the 9th instant.

According to a telegram received from Mr. Werner, cargo was being shipped at Kiukiang on the morning of the 8th instant, for the first time since the boycott was inaugurated. This confirms a telegram of yesterday's date, in which Sir Pelham Warren informs me that the boycott is abating, and that shipments of cargo had been dispatched from Shanghae on the 9th October.

The Wai-wu Pu have deputed one of their number to start for Kiukiang to-morrow with the object of endeavouring to stop the boycott, and I have instructed Mr. Werner to assist that official to the best of his ability.
